David Walker was a Director of the Colorado Water Conservation Board (CWCB). The CWCB was formed in 1937 as a state agency to aid in the protection and development of waters in the state. It is a division of the Colorado Department of Natural Resources. The collection consists of documents created largely in relation to CWCB meetings and projects.
